This command sets the software mode to interactive rotate and displays the rotate manipulator. [March 2007. This command replaces the C++ version although the C++ version is still included.]
Select Rotate from the Modify option on the main menu or hit E on your keyboard. The rotate manipulator works on group, level-of-detail, and mesh nodes, as well as face-set, edge-set, and vertex-set selections.

The rotate manipulator. Dragging the circular handles rotates the selection
on X, Y, or Z. Dragging the central handles or central planes moves the
manipulator along X, Y, or Z. Hold down SHIFT to snap rotation to
45-degree increments.
